Menthol ban - a year later, where do we stand?

Since May 2020, a ban on the sale of menthol cigarettes and menthol roll-your-own tobacco has been in place across the EU. In a new briefing, Génération Sans Tabac and Comité National Contre le Tabagisme examine the status quo and tobacco industry's tactics for circumventing the ban, with a special focus on France and other Member States.

The document highlights that since the ban covers menthol cigarettes and roll-your-own tobacco, the industry pushed a number of alternatives with the goal of reclaiming the market. Heated tobacco products and vaping replacements for menthol cigarettes were aggressively promoted. Menthol cigarillos and cigarette brands with menthol residues were also advertised and sold, all bypassing the ban in place.

France remains at the centre of tobacco industry's aggressive campaigns, and six out of the seven menthol alternatives are available for purchase. The document provides information on the situation in elevent more Member States. Data on these countries was collected through feedback from the Smoke Free Partnership Coalition partners.
