Position Paper on Electronic Cigarettes

This briefing paper sets out to propose elements of background, consensus, and policy recommendations in relation to the relative risks of e-cigarettes (relative vs. smoking and relative vs. non-use), the key EU policy measures, and more general recommendations to the EU Member States.
SFP recalls that strengthening WHO FCTC implementation remains the top priority regarding comprehensive policies to reduce the burden of tobacco use.
This position paper concerns only e-cigarettes. SFP has a separate position paper on heated tobacco products. SFP supports extending regulation to cover all nicotine-containing products to include nicotine pouches and any novel non-medicinal nicotine products that come on the market in the future.
