SFP welcomes the European Commission’s Delegated Directive banning flavours in heated tobacco products and imposing mandatory labelling requirements

Brussels, 7 November - SFP welcomes the Delegated Directive (EU) 2022/2100 that was published in the Official Journal on November 3, 2022. This Directive imposes a ban on heated tobacco flavours, and mandatory labelling requirements for heated tobacco products, as for cigarettes, in accordance with Art. 11 of the EU Tobacco Products Directive (TPD).
The scrutiny period ended on October 29, 2022, and the Delegated Directive will enter into force on November 23. Member States shall transpose it into national law by 23 July 2023 and apply those provisions from 23 October 2023. Member States should communicate to the Commission the text of the main provisions of national law which they adopt in the field covered by this Directive.
The implementation of the Delegated Directive by the Member States will be an important step in addressing an issue of rapid increase in consumption of heated tobacco products. The sales volume of heated tobacco products at retail level corresponded to 3.3% of the total sales volume of all tobacco products at EU level in 2020 as indicated in the Commission’s report.
One of the next major miles of Europe's Beating Cancer Plan implementation should be the revision of the TPD and subjecting heated tobacco products to the full effect of the TPD.
