ABOUT THE SMOKE FREE PARTNERSHIP (SFP):

SFP is a coalition of NGOs working exclusively on EU policy analysis and advocacy linked to the implementation of the WHO Framework Convention on Tobacco Control (FCTC). Our vision is a world free from the death and suffering caused by tobacco consumption.

To this end, SFP works with decision makers to ensure that tobacco control receives adequate political attention at EU level and to promote tobacco control information and policy research at EU and national level, in collaboration with other EU health organizations and tobacco control networks. It also aims to ensure FCTC implementation globally, and is working to release EU funding for tobacco control to counter poverty in developing countries.

 

SUMMARY OF THIS ROLE

The Senior Policy Officer will oversee the development and implementation of the SFP strategy, notably in relation to certain key areas of work. S/he will be allocated the responsibility of files related to smoke-free laws, sustainability, and governance/transparency, and will work on a wide variety of areas, related with taxation, product regulation, and advertisement. S/he supports the development of the SFP strategy and annual work plan. S/he will work closely with the SFP Director within a small team and will have policy campaign responsibilities. S/he will mentor and guide junior policy officers and team members. S/he will also help will lead and oversee the execution of SFP’s communications strategy and will represent SFP and its positions externally. The Senior Policy Officer will be responsible for networking efforts and fostering relationships with key stakeholders to further SFP's mission.

 

JOB DESCRIPTION

1. Policy and Framework Convention on Tobacco Control (FCTC) implementation with a focus on tobacco taxation, product regulation, advertisement, smoke free laws, governance/transparency, and sustainability.

Provide strategic direction and insights for policy campaigns.

Draft policy briefings and analysis and other policy tools, responses to public consultations for own policy campaigns

Monitor and report on political, policy and scientific developments on own files by developing and maintaining contacts with EU policy-makers, experts, and stakeholders on policy files

Support the organisation with relevant policy events

Coordinate with SFP Coalition members on policy campaigns

Develop and maintain relevant contacts for own policy files including academia, civil society and government bodies on both national, European and global level

 

2. Communications – work within the team to support the communications on policy files.

Lead and oversee the execution of SFP’s communications strategy.

Draft reports and briefings on campaigns events and policy files

Develop presentations on SFP campaigns

Draft content for SFP reports

 

3. Other

Support the general administration and functioning of the SFP secretariat

Play a pivotal role in high-level external representation of SFP.

 

COMPETENCES AND SKILLS EDUCATION

University degree in a relevant field (politics, international relations, public health economics or law)

 

EXPERIENCE

2-3 years of relevant work experience in EU policy making processes, political environment and advocacy. Experience in health/environment/sustainability is a bonus

Knowledge of and experience navigating EU institutions and processes

 

SKILLS

Ability to take ownership of files

Ability to manage junior team members

Ability to keep track of objectives and to coordinate work among numerous stakeholders and areas of work

Strong interpersonal skills

Ability to communicate clearly and concisely

Ability to prioritise and organise work, for s/he and junior team members

Strategic thinking and ability to analyse policy issues and

Fluency in spoken and written English essential, attention will be paid to the candidate’s writing experience in English. Another EU language is desirable

Fluency in MS Office applications, presentation development and delivery Also desirable are experience in web content, social media
