Siim joined the Smoke Free Partnership in September 2026 as a Tobacco Free Future Fellow through a collaboration with the School for Moral Ambition. At SFP, he focuses on coalition alignment and stakeholder engagement, supporting the network of over 50 civil society organisations across Europe to coordinate advocacy during upcoming EU tobacco control policy and legislative revision windows.
Prior to joining SFP, Siim spent more than a decade leading people operations, organisational development, and digital system implementations across high-growth technology companies and healthcare providers. His background includes scaling cross-border operational initiatives across 55 countries at Bolt, building community learning structures at Nortal, and directing people operations and HR systems integration at Meliva, Estonia’s largest private healthcare provider.
Since 2012, he has also advised, trained, and coached hundreds of leaders and managers across diverse sectors through his own consulting practice.
Siim holds a degree in psychology from the University of Tartu. Alongside his advocacy work, he serves on the Tartu City Council Social Committee, actively contributing to local public health and social governance.
